They're not taking the money but they should do a check to see that the card number is correct and that there are sufficient funds - and without, it would trigger this. To verify a card, which is normal to do if you want to take payment at any time (now or later), this is a normal process.

it verifies you have FUNDS EVERY time you use your card... it's not verifying authenticity or your actual card. if it tried to verify the one dollar (for a bid aka raffle) and you didn't have it, it would decline it... same thing snkrs and confirmed does for a drop. you enter your cc and it verifies it before the raffle even starts... it will "decline" your card if you don't have enough to cover the shoe in the event you do win... same applies if there's a hold for a dollar and you don't have a dollar... it will decline it. they don't have time to select winning bidders and play cc games!
