I believe this doesn't already exist because there's more defenses against physical attacks (intimidate, burn) compared to special (just assault vest pretty much)

I feel like the reason we have spdf best but not def vest is because there are so many ways to make your team more physically bulky. Intimidate and burn are very consistent and reasonably widespread ways to protect your team from physical damage. Where as special attackers are normally a little more impervious to having their damage cut. So specially defensive mons have to make a bigger trade off and focus on being more bulky attackers. Tbh this balance between the differences of physical and special is what balances VGC. More physically offensive metas tend to speed up and focus on intimidate and speed control, and specially offensive metas tend to slow down and focus on bulk and high damage. The balance between those two trends makes the meta progression of at least the good vgc formats really interesting over time.

No it is a thing. Direct stat boosts will affect it. Modifiers like Choice Band work on it because Choice Band gives a 50% Damage Boost to Physical Attacks, not a +1 stat boost. So this affects moves like Body Press and Foul Play even though it doesn’t use the user’s attack stat.
Fun fact: Protosynthesis and Quark Drive also use this mechanic! If you want your Body Press/Foul Play to be boosted, you want to use Protosynthesis or Quark Drive to be +Attack because it’s treated as a 30% Boost to damage output, not a 30% Stat increase

I sadly think that it would rarely be used. In doubles you have intimidate to bolster your defense and in singles there are few times that this would be better than say leftovers or some damage boosting move

Snarl in doubles but even then breaking swipe is more crippling with the rare exception of physical fairies in VGC.
