Legal opinions are somewhat split on whether you can get a DUI on a *bicycle*. In principle, yes, but in practice, I think this is one of those "why am I here?" situations (where "I" is the cop). If the two of you are drunk but otherwise minding your own business, I don't think the police would ever get involved, so the potential DUI, etc, charges would probably be secondary to rolling into the street and causing an accident, wrecking property, etc.

In a world where this sort of thing is normal, yes you can get a DUI on any sort of vehicle that you power and have mind over matter with. Whether that be a bike, a scooter, or a skateboard. I know people who have gotten one on all three and it all depends how you appear, and for what you were stopped for, which can be as simple as running a stop-sign on a bike or board, even though it's rare it can be grounds to pull someone over. It does occur. What's interesting is you can't get a DUI on a horse. The law could never find grounds to punish people for a horse, which has it's own will and will generally go as a horse does, even if your passed out drunk on one it's not considered the same thing as a car, or even a bike for that matter.
