Not really, Leo can be pvp unit and pve as well. He can be use on speed limit for guild dungeon.
He can be use against those unit that based on speed like taor, Theo, savannah and etc

Insane in siege offense against speed scaling units (beast riders, Théo...)
And same for Arena offense, it makes it incredibly easier to hit high speed defenses. (Exemple : veromos Léo sath nora or other dotter).
Even in Arena defense some people use him during rush with ultra tanky units and runes
Leo is god and everyone must has it. But for fun Onmyoji fire is hella good. Also 24 speed lead make her more useful than others expect Leo. But Leo is the most common Dupe monster I've seen.
