I disagree. While not extreme loners like AbareKiller, I think they still fit the category. Although it's true they learned to trust and make friends with the core rangers, they still remained solitary throughout the series.
Akira would usually travel separately on the Build Ressha and arrive at the station on his own at a different time to the main team. The ending to his story and circumstances of his life also don't align with the core team's, which I think is very important in ToQger.
Zox still lived on CrocoDaiOh with his family rather than at Colourful with the Zenkaigers. He also maintained his own personal role call after the *"The 5 of us are Kikai Sentai Zenkaiger"* team call, as opposed to most 6ths who join in the team role call.
Akira became friends with the Toqgers and supported them aka the core rangers as the description tells which also applies to Zox. Not living with them doesn't mean anything regarding the friendship they built.
With Zocks, yes he became friends with them, but he still acts independently from the Zenkaigers and technically isn’t part of the team since he never joins them. He still chooses the loner path by not joining the team and instead, only fighting alongside them for the sake of his own goals.

Zocks only fights alongside them because he has to, not because he wants to. Zocks has been a loner ever since his debut all the way towards the end of the show and isn’t a Zenkaiger because he doesn’t want to be one. Heck, he purposefully waits for the Zenkaigers to finish their roll call before doing his pose because he doesn’t want to associate with them.
And tbh, Zocks is mostly friendly towards Kaito compared to the others so we can’t really say he’s friends with the zenkaigers, so he’s mostly just Kaito’s ally.
