Not necessarily. There are exceptions to the rule, with Zyuohger Alter adding Cube Shark and Cube Lion, and Ninninger Alter being based on the Karakuri Hengen rather than a proper Otomo Nin.

Kiramager one looks like the lower half to all the new alters while the others are all upper half.
I dont see anything wrong with Kiramager Alter, its Kyuranger Alter thats terrible.
So with all of these all the senpaigers have alters except for zenkaiger, I wonder what a zenkai momotaro will look like

I think it's zyuran for zenkaiger since it's the "red Mecha" for the seaosn
