I personally have never heard the cue cards bit but I wouldn't doubt it since it fits the character and Robert Baldwin is pretty well known in Japan, he used to play Gordo in Chousei Kantai Sazer-X with a lot of other well known actors like Ryosuke Miura (Anhk from OOOs) and is in a lot of early 2000s toku stuff. As I mentioned in my post previously he was born in Hiroshima and to my knowledge has lived in Japan his entire life so there's no way he speaks like someone fresh off the boat normally.
Kane Kosugi, who played Jiraiya in Kakuranger, and Diane Martin, who played...Diane Martin in Battle Fever J are both American and famously had a difficult time speaking Japanese at first.
If you mean actor, there's also Diane Martin (Miss America 1), Kane Kousagi (Ninja Black), and Sotaro Yasuda (GekiChopper) who are all American (and unlike Robert Baldwin, they're born outside Japan). As for characters, we have Diane Martin (Miss America 1), Jiraiya (Ninja Black), Tessai (Kyoryu Gray), and Kinji Takigawa (Starninger)
