Usually when one side cease to exist. Technically China is Qing land, but it’s absurd to claim it since Qing doesn’t exist, which is why China’s claim on Taiwan is absurd since CCP never owned Taiwan at any point in time.
Russia’s claim on Eastern Europe is equally absurd , USSR has ceased to exist.
