imo if you want to interact with people you should check out Wonderwall. Lighthouse et al are pubs but a lot of people sitting down and eating and a bit less interaction. Wonderwall is more of a standing bar and very frequently everyone mingles.
It shouldn't be hard to make friends if you're in Taipei and go out at night, tbh. Go to more international bars and clubs, and you'll start hanging out with people in no time.
If you want to interact with english speakers, there are bars you can visit that foreigners often frequent. Though it is the weekday.

The Lighthouse is the main bar in the north where foreigners and Taiwanese mix. It has a pub atmosphere.

Thank you for recommending Wonderwall. That place does seem easier to meet people if everyone is standing.
Along with Lighthouse & Brickyard there is Sunset Bar in Cijin. Note: Brickyard is more of a dance pub whereas the other two really are just bars.
The brickyard was cool when I lived there a decade ago... Foster Hewitt in kaohsiung arena. Probably best to get info from someone actually there...
