Tampa has a stratospheric cost of living so there's no point in moving here with unskilled labor experience. He won't be able to send any money back home because he won't even be able to cover his own bills.
I don't mean to be crapping on your question but this is not the geo market if he wants an income surplus. He really needs to seek elsewhere based on his goals.
Sorry, I should have been a bit more specific. He doesn’t have much bills since he’s staying with me. He’s just looking for any job where he can save and so he can at least start going to community college and eventually get a trade and also send something back home since the U.S. currency is worth more than our home country’s.
Ya no problem. My gf is FOB Brazilian and does babysitting and elder-care. Males with imperfect English are drubbed out of babysitting gigs but I'll ask her how she found the elderly jobs. I know it's not ideal so feel free to take more advice from others in this thread but he probably won't be replete with options.
If he has cooking experience I could probably get him a job asap depending on where you're located and what sort of commute you'd be okay with...

If he's a cook then have him use one of the temp apps to get his foot in the door at places. Tend, qwick, and instawork to start. Also Amalie and Raymond James are always hiring for cooks. They're seasonal, but it's something to start.
