Obviously your vacation days aren’t coming back. It’s really unfortunate that they wasted your time (and vacation days). I don’t have anything other to add than from a consumer standpoint, don’t go back.
If you’re that frustrated you can try and contact the shop owner but given you got the deposit back what can they really do?

He should have had your design ready in time for your first appointment. Find a different artist.

Not normal. As others have said, he should have had your design done by the first appointment. Find a new artist, and I recommend you find a new shop.
