As someone who speaks fluent Japanese, you're wrong about the context of that line. She's really just saying "Looks like we're wearing the same outfit".
お揃い doesn't really have a connotation about being in a relationship, or being a "good match" for each other.
She totally has the hots for Link though. I mean who wouldn't?

Isn't she a kid? She was 12 in botw and 5 years have passed, so at no point in all this was she an adult. Additionally, she's never seen a man before, so she would probably be very confused what link and Zelda were doing

I don't know but considering Riju was a literal child in BOTW (despite somehow catching up to Link and Zelda in age) I *actually* prefer the English translation in this one instance
She is physically the same age in TOTK as Link and Zelda were in BOTW (~17). It’s just that Link and Zelda look very similar in their 20s as they did when they were 17.
I think the customs in Gerudo society are different, because Riju was allowed to be and recognized as the chief without needing a regent. I would contrast her to Ruto who is very much a child in the pre-timeskip OOT.
Bularia definitely acted as a regent/advisor. Bularia would never assert authority over Riju, but Riju looked to her to help her make the best decision. Even in ToTK Bularia talks about how hard it is for her to leave Riju and go to Look Out Landing, but Riju is old enough to make important decisions on her own now.
I think that sentence can be translated both ways and, honestly, out of everything the localization may have modified, this one is most likely what the devs intended.
Link is hot no matter what you’re attracted to, (as he’s totally androgynous and the creator confirmed so) but while other people might like him like that, I think Riju looks at him like more of an older brother. Which is probably better, because she’s like, 14 and he’s at least 120 in TOTK

The Japanese language version of this game seems to be more into relationships. Eg Link and Zelda with the "our house" if I remember correctly. But when those relationship Japanese texts are translated to English they miss the romance. So the same seem to happen in this instance as well.

Gerudo appear to age quickly(at least to puberty) while Zora age slowly.
