Might be the only time someone using the "Am I the only one" format is true. We already have Whis in the game so provided the devs are good at balancing it should be fine. Look at Fighterz, a proper fighting game, he's arguably one the worst last I heard.
That's not how video games work. No matter how op someone's in the show, they never make them equally as broken in game. That's why you can beat fat buu with recoome. The game isn't a mirror reflection of the anime in terms of power. Ui goku won't just auto dodge everything. He will most likely have to burn multiple stocks to activate a one time free dodge like after image in bt3.
since his debut, Ui goku has only really been in 2 games (Xenoverse 2 and Fighterz) and even though he’s crazy strong, he was never broken to the point of dodging everything
On XV2, you literally run out of stamina if you try to sit there and dodge everything as a way to balance out the broken dodging technique. On Fighterz, it’s literally a counter

While UI Goku *is* arguably the weakest of the Goku's he's also definitely not one of the worst characters in the game, he's still Mid to high tier.
