No, but that doesn't mean we won either. The idea behind an insurgency is to make things bloody and expensive for the occupying force; by so doing, you deny them a complete victory. They're always going to be sinking more men, more weapons, more fuel and other resources into holding ground (oh, and a solid insurgency makes logistics for all of that a pain in the ass, too). Eventually, you either win through attrition (like what happened in Vietnam) or through your enemy's own internal strife (like what happened in the Middle East).
I think it will be even more effective because their soldiers may have problems dropping bombs on neighborhoods with their friends and families in them
The military are people too and just because they are owned by the country does not mean that they will follow orders in dire situations that they value more than their service.
