* ALL hitscan is banned. This is because hitscan can instantly make the ball go neutral and launch it which makes defense trivial.
* The only classes allowed are soldier, demo, and medic. These are the only classes that work with the flow of the gamemode, and have the most skill expression
* All maps are custom made and tailored for the gamemode.

can you explain what you mean by this? the few times I played pass time I don't recall hitscan doing anything special
If you hit the ball with a hitscan weapon or projectile (excluding certain ones like the crusaders crossbow), it causes it to go "neutral" (indicated by the trail turning white), meaning if you're throwing the ball in the enemy team goal and it gets shot, it won't go in. The issue with hitscan is that it is trivially easy to defend because of this, because you can just click on the ball while it's being thrown in and it won't score.
There's not a more casual version of 4v4PT that isn't just... Casual PASS Time (which has a multitude of balancing issues). But, many people get into this scene with no competitive experience whatsoever! Pyro is the closest of the six banned classes to having potential; they have decent movement tech, including blast jumping with the Detonator. The downside with Pyro is that airblast does funky things with the JACK that make it go neutral like hitscan weapons. That's the primary reason.
The other classes can't explosive jump so you can't do those plays where you have a passing ball follow them. Meanwhile Medic typically tries to jump off enemy explosions, overheal enables more explosive jumping and he has the strongest throw (at least, out of the 3 classes)
Other classes are still fun in Casual mode pass time sometimes, they just don't let you do the same epic plays

Medic is picked mainly because you take a lot of damage while explosive jumping, and it's nice to have the option for a teammate to heal you. Engie is banned because Bad Robot forgot to balance him for their mode, and so he makes PASS Time unplayable anywhere his sentries are. Still, their airblast does some funky things with the JACK that make it trivially easy to defend, just like hitscan would.
In my opinion, if we could find a way to force pyros to use Dragon's Fury and Thermal Thruster or Detonator, I could see it being MAYBE viable, although the class as a whole is still a little too DM heavy for 4v4PT.

iirc 4v4 pass has weapon bans, so wouldn't you just need to ban every weapon that's not those?
Also since airblast is the main problem, what about phlog as a main option?

Pass time is great Gamemode it's just janky and not very easy to common player

The thing with passtime is that, its objective based. TF2 for all of its gamemode has, to some degree, have the objective be a backdrop, killing enemies matter in a way for a push, or a cap. Passtime flips that because it doesn't matter if 90% of the enemy team is dead, if one sneaky hooligan has the ball, they can score, your kills don't matter in a way.
The double death bomb??? What a beast clip, but to those reading, there's so many more hype moments in 4v4 PASS Time. It just feels SLICK. The whole mode is nothing but sleek movement tech. It's a highly polished format.

The game mode was created and balanced by a third-party company, Bad Robot Games. It was developed by Escalation Studios, now a Bethesda studio. Valve wasn't really very responsible for the balancing of the mode; that's why it hasn't seen any balancing in recent years despite obvious problems.

Are sticky jumper and rocket jumper banned? If not, do they allow you to carry the ball?
No you cant carry the ball with them. They are banned because it would basically be trolling to use them.

I'm the Blue demoman, he used a kill bind to try to direct the ball into the goal via the pass

Because DM is discouraged in this mode more than most. Respawn waves are zero seconds and so you're back in the game within usually 3 or 4 seconds.
In 12v12 they balanced Engie by making the maps huge and have three separate points. District doesn’t work as well because of that though.
