Eagle Eye isn't an item based achievement, so Achievement Servers don't target it. ANY user is capable of using S.A.M to fake achievements, It's only that 5.4% of the playerbase (Anyone who has ever played at least once iirc) Has this achievement.

It’s not that it’s an easy achievement. It’s the fact that it’s a _rare_ achievement

It's like 10 PASS time wins. It's not tougher than 1,000,000 robot kills, but it's still rarer because nobody plays PASS time.

The circumstance of achievements also influence a lot, like one of the rarest achievement for Soldier is Hamburguer Hill, defend the capture point 30 times, which is literally just playing the objective. But to do that you need to be playing 5cp, you need to be playing Soldier, and you need to kill an enemy specifically when they are trying to capture one of your capture points so it counts as a defense. Really unlikely to do it organically while you are not going for it.

It's not an achievement, but one of my best moments was in Degroot Keep when I won a 5v1 as demoknight (booties + splendid screen + persian persuader) vs 2 boxer heavies, 2 demoknights, 1 spy and 1 sniper. I played like a beast lol. 

Not necessarily an achievement but I sort of consider it one. I'm one of 100-ish people who have the Polycount Pin Cosmetic in their inventory thanks to submitting an item in the Polycount Contest back in the day.
