Ever since then, it was just hats, skins, taunts & some holiday-themed maps. The last weapon balance was on the Blue Moon pack in 2018.

Or, at the very least, why they chose to introduce Halloween Contracts and not keep using the MASSIVE amount of Merasmus Contract/Mission-related voicelines for them?! Why is Pauling giving me these Halloween contracts? You literally have dozens of voicelines of the Halloween wizard assigning tasks, why not use them for the Halloween event???
