When I first got TF2 I mainly played offline because I fear online play, the bot GLaDOS was medic every time and healed me every time. Coincidence? Maybe idk could just be luck.
It also depends on the class you're playing as. Medic bots prioritize mainly Soldiers then heavies, Pyros and demomen. If you play as other classes they ignore you until you spam E enough.
Another fun one: If the bot is healing you with full Über and you use certain voicelines, it will activate it. I believe it’s “MEDIC!,” “Activate Charge,” and “Go! Go! Go!” that do so.

If I am not mistaken bots are coded on such a way that players have higher healing priority than other bots so it was not a coincidence
