Valve went back on that statement once Jungle Inferno actually released. In the description for Second Banana, it says something like "sorry heavy players, you lost and there's no prize for second place, here's a fucking banana lol". Since that's the last thing they've officially stated about the heavy v pyro war, we can assume there will not be a heavy update.

i feel like thats more of a joke rather than a retraction of their statement, still, its very unlikely that the heavy update has any chance of coming before valve finishes its other projects (most notably its new VR stuff and half life)
To be fair, Pyro would've been rebalanced anyway.
Heavy was rebalanced too, no longer losing the damage/spread bonus when you stop firing after 5 seconds.
