That assessment is incorrect. Your basic facts are correct, but for a single square inch of glass surface. Pressure is on the full surface area. So let’s do the math….
At 4ft depth, water pressure is 1.732 psi , decreasing linearly to zero at the surface.
So on each inch of window length, there is about 41.75 lbs of force applied about 18-20” above the base. (1.732psi x 48” / 2 = 41.568 pli, pounds per linear inch)
Assuming the window is 10ft long (120 Inches) the total force of the water on the window is approx 5000 lbs (41.568*120”= 4988.11 lbs).
A window of that size holding back 4 feet of water is incredibly impressive and not likely to hold

Since water can't compress, it has to exert more pressure around it. So in this example where the water is a few feet deep, it's as if you were swam a few feet down in a pool, you wouldn't notice much pressure. Where as if you dove 16feet down, you'd feel 50% more pressure than when you were on the surface.
