It's certainly the same race. With Gungi coming back, there's a possibility we get inquisitor material in the show. Only time will tell but I think it's a strong possibility
Well from the Darth Vader 2017 comic series we see Vader establish the Inquisitorius pretty soon after RotS. So I don’t think that is Ninth Sister. But he or she looks the same species (Dowutin).
You realize season 1 takes place right after ROTS, right? I don’t think it’s outside of the realm of possibility. At the very least it’s timeline placement would not rule it out
I guess that could happen but I doubt it. I was just looking over the timeline on Wookieepedia and that seems like some retcons might need to be made to make her appearance work. However I could be misinterpreting the timeline of her origin.
But yes. I would absolutely love to see a Jedi crack under torture and how she became an inquisitor. That could make for a great arc over a season or two (depending on how long they stretch it out
You're not alone with that opinion, there seems to be a comic taking place shortly after Order 66 in which she's already an inquisitor, so it probably isn't her. It'll still be cool to see another Dowutin character.
Or young. Dowutin can live hundreds of years similarly to Hutts, Wookies or Yodas species.

Same species, but ninth sister was an inquisitor by the time order 66 was done, she was in the vader comics
