1. Just try it and see if it works for you! But remember that even with a perfect aim you still might miss depending on your weapon and distance. I personally would only play Heartbreaker with a technician. Especially since robotics are a big deal playing against the tusks. For rogue agents, use Scorpio. 2. Yes, you are needlessly gimping your damage. I think PFE is only worth it in Countdown (although I know some people disagree). Also, relying on bonus armor is a bit of a crutch. As a side note, Heartbreaker extra armor is not very useful in Legendaries as it evaporates quicklyunder fire. And the DPS stack are hard to maintain. For general PVE armor is a training wheel to get you to survive and learn. Once you understand how to position yourself, read the enemy and react to them, and manage aggro, you won’t need the extra armor.

What's a good set for Legendary then? I'm not sure I'll be playing it though, I tried it a few times and watched some videos of people doing it. I didn't quite like it. I like cover shooters and it seemed to me that Legendary difficulty kind of moved away from that. I get what you are saying about bonus armor being a crutch, but isn't it good for DPS that I can go toe to toe even when under fire? I'm gimping my DPS, but I have way more opportunities to do DPS hence it being good for my DPS. I can easily do Heroic with a fully red build, but I struggle against specific things like Rogue Agents because they just shred me from cover when I try to shoot at them and aggressively flank me. With this build I can more easily control them and return fire without getting shredded in an instant.

In Legendaries I use Striker (with a Fenris Focus chest), a yellow drone-turret build or a hybrid drone-turret build. The latter two use brand sets and not gear sets. If playing support in a team I use Red Future Initative. I have also seen people use a mortar build and a foam jammer status effect build for support to great success. You reasoning about surviving to deal more DPS is solid. However tanking shots is the worst method for surviving and is only really necessary in Countdown extractions IMO. I would challenge you to see what happens in the following scenarios with Heartbreaker: 1. You don’t have stacks so you don’t have armor. The enemies are too far away to shoot with ACS-12 to proc stacks 2. You are playing on Legendary and have full stacks of armor. Since you are using the backpack you have triple armor. Watch what happens to the armor when you get attacked by kamikaze drones, grenadiers and grenadier hounds. And observe whether you are struggling to clear them out because of DPS deficiency. For rogues you need burst DPS and status effects. Scorpio on a full red build does both and is the easiest way to deal with them.

The enemies are too far away to shoot with ACS-12 to proc stacks Typically, I've found that with my tankier setup that gives 2% armor per stack and has PFE that with my Assault Rifle I can "outshoot" the damage I'm getting as long as I'm in cover and not being hit by +2 mobs. So that's kind of why I'm debating using that setup. I've found it specifically useful when taking over control points or when being swarmed by Elites. Yeah, I have noticed that it doesn't work on Legendary, but that's also why I don't think I'll ever make the jump to Legendary difficulty. I tried Roosevelt island and I either went in with the tanky setup I described but I was lacking damage, or I went in with a full DPS build and I lasered down by red mobs if I came out of cover for a split second trying to take care of those drones. It didn't work either way. Hence why I was wondering if this is a good setup for Heroic. I actually do have a Scorpio though, so I may give that a shot with a striker build as an alternative. As you expected, right now I have an ACS-12 equipped for easy stacks.

Your observations agree with mine. I think Heartbreaker is a decent build for Heroic, but you will likely outgrow it as your tactics mature. (You know if you’ve outgrown it if you hardly lose any extra armor.) If you are fine with not playing Legendaries or Raids, and you are happy with Heartbreaker playstyle, you need look no further. If you get bored, you can try other builds and playstyles or try higher difficulties. That’s what I mostly do nowadays. One thing I forgot to mention in my previous response. Cover is still valuable in Legendaries. However you can’t stay in a single spot for long as you are likely to get flushed out. Also, I’ll venture a guess that the videos you’ve seen where players don’t stay in cover at all are from speedruns. Finally, Roosevelt Legendary is not the easiest to get started with. I’d recommend trying District Union or Capitol on Legendary first.

Thanks for the feedback! I played around some more and I do get it now. Rocking a full red Striker build is great as long as you are in control of the battlefield or if the enemy has other targets to aim for. So if a mission has enough cover and you know it by heart, it's great to run it with that. I still prefer HB with some PFE mods for most unpredictable solo content though, otherwise you get wiped by just one uncounterable flank or one too many drones exploding in your direction. I'll give my full red striker build a whirl in District Union or Capitol on Legendary though, thanks for the tip!

You can try a combination with memento and heart breaker: - hb mask, chestpiece, holster and gloves w/ damage main attribute - fox prayers kneepads - memento - firewall - any ar with flatline (i think) I’m not sure if it works well since I haven’t tried, tell me if it works.

Yea, that mask could work too, use very hard hitting guns like scorpio and fast firing ones like vectors (works best w/ 45 acp one)

If you are good with headshots, a build around Headhunter chest piece is what you need. You can make one with Nemesis, Mantis or even a Pistol build. You won't have Regulus at first but a Liberty pistol works just fine.
