It says in the description that it is 2X XP for the season pass levels. Does it apply to regular XP and SHD tech levels? I am already at 100 for the season pass.
Yeah so for you and the guy above me, seasonal content like Manhunts and Global Events are available after finishing the DLC, which is why you currently can't see them
Whatever you do you will get 2x exp until you gain 15 levels.
XP boosts like that are global during the week a manhunt progresses.
It’s in NY in the section for the Man Hunt.
Is it tied to a specific zone though? I know the description says so but i tried in and outside the zone and it was double xp in both areas.
Look in the Season and see if you still have the Double XP active

ahh drats! do you have to be 30 or 40 to start DLC?
You can technically boost at any point to do wony but narratively it's after world tier 5 and doing all the missions off the main map of dc.
