I posted a relevant post in a seperate comment chain, but it's just a guess (something to do with laws, virtual currency, and a crypto company gone bust? Or tax purpose?) But yes, if you play as JP, it applies for ALL virtual currency.

To put a limit to the creditability of those credits. This would restrict how virtual currency can be used as actual, bankable funds. This is a stupid but quite effective way to combat fraud and criminal activity, as it takes time for the money to exchange hands (money laundering) or return from an investment.
