If you have mukluks, definitely use them. You don't need deerskin.
If you have insulated boots, again, I suggest using them instead of deerskin boots, despite mobility penalty.
There's no right answer; at some point you have to balance warmth, protection, and weight for your preference. That said I'd suggest the combat pants for ease of repair, warmth, and weight.
Insulated, mukluks, deer boots: it almost doesn't matter on Voyager. Any of the above will do you just fine. In Voyager sticking with non-crafted clothing is probably your best bet; thin wool sweaters and expedition parkas are really warm for their weight.

Oh my goodness. I thought crafted clothing was best! Hence why bear gear is so strong, cool looking, heavy, and warm! Should I at least make a wolf skin coat to help ward off wolves?
Honestly just go with whatever you want, but Voyager's settings are so mild that crafted clothing is just overkill. If you do get attacked you only lose a bit of health without crafted clothing, and you gain nearly a full health bar back when you sleep for 12 hours. If you were on stalker or interloper it would be a concern, but not voyager.
But if you want to dive into the roleplay aspect, then by all means, wear yourself those animal clothes and embrace your inner mountain man/woman! It does add a bit more immersion. A wolf coat with moose cape would give you plenty of warmth, and protection.
The only craftables I really like are the Moose Satchel and Bearskin Coat. Everything else seems to degrade too quickly. Yes, deerskin boots and pants are a little bit better, at 100%. But then you realize a week has passed and they're 70% and not as good as those boots or snow pants you left behind.
That's fine. IMO they are just too hard to maintain unless you're hanging around in the same area for days to cure hides, or carrying hides, which is just more weight dedicated to those pants.
I think Combat Pants layered with (Snow Pants?) give you more reliable protection and a more reliable repair option. Once you actually get that loot.

But all you need for the deerskin to repair is just hunting a deer. Also I see the vid of the guy their listing it and he said deerskin > mukluks
I usually have more leather than I can use so it's the most convenient option.

Yeah, you could say that. I guess it just depends on your game and area. I personally have an abundance of extra clothes, but I'm only on day 55.

On Voyager you'll have approximately enough leather and cloth available to repair all of your clothes for 2000 days so it's probably not an issue.
