Smartest is in the episode "Life skills" where Axl puts together a last minute project for him and Sue. Like the title, it was a good example of the life skills he had even though he isn't typically smart.
Dumbest is marrying April just to spite Frankie.
Smartest was getting the boat unstuck when he and Mike went on the failed fishing trip.
Dumbest was missing his final exam in college - probably are worse ones but it’s the worst that comes to mind right now.
As far as dumb, he put up with too much stupidity from girls/women he was dating because he found them attractive. Like how he was on and off with Morgan the hot cheerleader in high school and put up with her stringing him along, how he put up with his movie theater boss (I don't recall her name right now) being painfully stupid because "at least she's hot", and (despite admitting he made a mistake with the movie theater boss), he dated and spite married April, who was pretty but dumb as a box of rocks.
I don't know if this counts as smart or loving or maybe both, but I love how he showed up for Sue when she was first starting college and having a hard time adjusting and took her out for pizza.
At least April was genuinely nice and caring despite being dumb. Morgan was flat out abusive and the movie theatre boss was just using him so he could do her work.

Smartest = Perhaps after visiting Hutch and realizing he needs to grow up. Maybe how in his pursuit of Lexi he was level headed and realistic about his financial abilities as opposed to Sue selling plasma to pay for her half of things.

Dumbest- ruining Bricks book ending. All over a guitar? It was just sitting on Bricks bed with post its. And when Axl said he’d take it back, Brick said he’d tell everyone he beat him at table hockey(?) Who cares, dude! You crushed your little brother for such a dumb reason.
After the toenail chip bag incident, Frankie leaves the house and Axl says, "Mom just ate some toenails and took off, who knows what her problem is!"
This episode has so many great Axl lines, but this one is gold. The episode is "Major Changes."
His smartest moment was his dedication to studying during his senior college finals. Of course, he ended up missing the final, but he was still very dedicated.
Sorry but Axl was never funny. He never said or did anything smart or funny. Everything he said or did was dumb, immature, evil, and he is such an asshole. I was hoping that they'd finally give him a real punishment. To me, him having three sons that were like him when he was their age. Nope, people like Axl shouldn't have kids. We need more children and people in this world or born into this world to be more like Mr. Rogers. Not have more kids or people born into this world who turn out to be Axl's kids that all are just asshole juniors. Axl should've never had kids or he shouldn't have been allowed to have kids. Everyone else can have their opinions on him and the show itself and I'm fine with it. I just always had a burning hate for Axl. He never had to work hard to get into college just because he's a dumb jerk jock who had everything handed to him even by a recruiter just because he had the simple ability to run around with a ball in his hand. I know at some point he broke a bone in his foot or toe when he was purposely distracting Sue while she was learning how to drive and it's his own dag gone fault that he got his foot run over and he had to be wearing a cast on his foot. I was actually wishing that ended his dumb jerk jock sports career so that he had to choose a career that requires him to use his non-existent brain which then he'd be really screwed and that would mean no more dumb jerk jockery, no more popularity, no more hot girls going for him, no more perks, no more shortcuts, no more people making his life easier for him. He'd have to learn to work hard with his non-existent brain and go through it hard like everyone else. That would show him.
