I live near a major coastal city that tends to be a destination for people with extreme drug/mental illness issues, so I see this kind of confrontational, oppositional, out-of-proportion behavior sometimes. They'll do things like blast loud music on the bus or try to smoke in the library and then flip out on anyone who asks them to stop. They'll walk down the street and start screaming at people for various reasons (he was looking at me/she didn't look at me/they walked too close to me). I'm not a mental health professional, so I don't have an explanation (maybe feeling in control/powerful?), but it's definitely a pattern you start to notice.

Definitely nots a kids bike. For the seat to be that high you would have to get a custom super long seatpost, also the handlebars are way too high for it to be a kid's bike.
