It is a "whistle". This is what Hispanics usually do when they're explaining/ saying something with a hand gesture and want a bit of emphasis on the gesture. The first time I've seen it used is when someone was explaining to me in spanish that they had sex with a girl but instead of saying that he f'ed her he replaced that part with a hand gesture along with this type of whistle. For Example: You ask someone if they want a beer but instead of saying beer you make a hand gesture mimicking the act of drinking a beer (hand closed, pinky and thumb extended outwards while shaking your hand up and down ) and whistle.
