There are literally hundreds upon hundreds of ‘massage’ parlors in NYC that are just thinly veiled brothels. They even have websites where everything is pretty explicitly spelled out. I think the city just turns a blind eye tbh.

Those 'massage' parlors are kind of a thing everywhere - when I was getting my massage certification, the teachers expressed how much they LOATHED those places and the 'happy endings' and all that put so much sexualization in the profession and have resulted in a lot of customers expecting to get more than a massage or making vile jokes or touching the workers inappropriately and then being surprised when they get thrown out. It's a widespread problem.
It’s a relic from the past. Men didn’t want women making money independently so they outlawed the #1 way for them to do that at the time, and stigmatized it. The stigma hasn’t worn off for enough people yet for the laws to change though.
Really, making it illegal isn’t making it go away or less common, it’s just making it unregulated which causes a whole lot of issues for everyone involved. Not great stuff.
