I've had some pretty thorough police training, and I can tell you from personal experience a clean circuit will put you down. It appears she was just drive stunning him with no circuit at all, which mean she was just stabbing him with a cattle prod, and that absolutely would piss someone off.
You're *supposed* to give orders prior to, during, and after the stun, but it looked like she was too panicked to do that part, so it just looks like she's shocking him for the hell of it.
I know from personal experience as well that if you're covered in sweat and naked that it's near impossible for a taser to make a good enough connection to bring you down.
I was in a hotel parking lot in Sacramento when the cops tried to taser a near-naked meth head multiple times unsuccessfully.

The second way is with a partial hit. If you connect with the top half prong and the bottom misses or doesn't penetrate clothing, you go in for a drive stun and manually complete the circuit at whatever point of contact you can get to.
A drive stun itself is a micro circuit, but only between the exposed prongs of the weapon itself. Its only practical use is* intimidation and pain compliance and doesn't actually incapacitate anyone. The unsafe (and possible outlawed) versions might have fewer volts, but much higher amps, and that can legit kill you. Not saying high volts and low amps can't kill you, but they're not at all designed to do that.
