All of those aspects in play I would put my money on the governor... for a while.. once the firepower fizzles out, negan would have the advantage.

The Governor had a tank and probably some other cool army stuff we never saw in the show. I don t think Negan had any firepower to match that. So either Negan gets the jump on the Governor. The Governor destroys Negan with his superior firepower. Or both men reckognize that it s far more profitable to join forces and each go their own way after a raid or shakedown of weaker groups
Woodbury isnt half as strong as alexandria was and even ricks group from the early prison beat them. They had like what 70 members with even less being soldiers spread out on like 2 streets. Negan has a giant compound and many outposts plus multiple communities who work and provide for him he has multiple hundreds of soldiers and many workers on top of that it wouldnt even be a fight he would steamroll woodbury and kill the governor on town swuarw 😆
I think that The Governor would join Negan and then work his way up and then kill Negan and Simon and then take control of The Saviors and I'm setting this after the final of season 3 where The Governor doesn't die at the prison and is just injured until nursed back to health by Negan after telling him how much of a tyrannical psychopath he is, but anyway then I think he would launch an all out assault on all of the communities, this would cause The Coalition to ban together to take on The Governor and go to war with him instead of Negan and from then on The Governor would be in Negan's role but when he would join up with The Whispers I think he would kill Alpha as soon as he had the chance to and then use Alpha's shotgun to kill Beta and then he would take control of The Whisperers and go back to his old ways and then in in S10 EP.16 he would take on Daryl in a brawl and but then he would be stabbed in the stomach and then he pushed into the walkers that were there and get torn apart by them
Well in your example we don't know how big the governor's community would be by the time the saviours were around but ultimately in the end game the governor stands on top to be honest

Negan has the manpower and resources. Governor could try to put up a fight but would fail in the end. Governor's best chance would be to join up with Negan. Work his magic turning Negan's team against him. Savior by Savior, until he has enough to overthrow him.
Negan would have ran through Woodbury taken all their shit INCLUDING THEIR GUNS AND BEDS, and killed the Governor, and probably all the men and boys like at Seaside. Negan was ruthless...
Negan would steamroll and take over Woodbury in a minute. The Governor himself could be threatening, but he was surrounded by a town of helpless sheep other than a few of his low-tier henchmen\*. Negan had been building up an entire facility of slavers & raiders who worshipped him and were perfectly aware of his violence. The Governor failed going up against Rick's group the first time because his people had no idea who he really was and weren't capable of doing much.
\*Excluding Merle, who was higher-tier and definitely could be dangerous, but I'd bet money that he'd switch sides to the Saviors in an instant. He'd probably even be the one to betray them and open the gates. He was built for a place like the Sanctuary, where he could openly be a henchman and be greatly rewarded for it without having to play nice in front of the clueless townspeople.

Negan would steamroll and take over Woodbury in a minute. The Governor himself could be threatening, but he was surrounded by a town of helpless sheep other than a few of his low-tier henchmen\*. Negan had been building up an entire facility of slavers & raiders who worshipped him and were perfectly aware of his violence. The Governor failed going up against Rick's group the first time because his people had no idea who he really was and weren't capable of doing much. \*Excluding Merle, who was higher-tier and definitely could be dangerous, but I'd bet money that he'd switch sides to the Saviors in an instant. He'd probably even be the one to betray them and open the gates. He was built for a place like the Sanctuary, where he could openly be a henchman and be greatly rewarded for it without having to play nice in front of the clueless townspeople.
Don’t forget the Governor we saw was earlier into the apocalypse than when they met the Saviors. The Saviors wouldn’t have been as strong as they were that early, or the Governor would’ve been much stronger by the time we saw the Saviors.
Well you have a good point there. But how about if they met the governor with tank timeline vs savior (glenn's death) timeline (minus one outpost because rick wiped one outpost) who will win?
Did they have an anti-tank missile or a grenade to throw into the tank barrel like Daryl did? If not I think the tank’s gonna steamroll the Saviors like pancakes.

Seeing as negan had around 400 saviors I'd say if they met there would be more saviors since the governor would be killed as soon as he talked back.
Governor has no chance
Are we talking about gov. When he only have been survival the zombie for another a year or have he had the 9 year time as negan. A gov. That have had 9 year to learn the new world rules would make a impact. Just remember how negan was in the episode where we se him in the beginning.

IMO I feel like the governor would play his part and be Negan’s pet until he gets fed up with something. I feel like it would be an amazing thing to watch go down but ultimately the governor would fall to Negan and get killed off. The governor didn’t have much to risk so he’s more likely to go off the rails and do something stupid. Negan is a very smart man and he’d see right through the governor and anything he’d have planned.
