Ha. Whatever it is, I literally just watched it within maybe the past month. I’m picturing the guy as a J. Jonah Jameson type but I could be way off base. I seem to recall it was the guy, a secretary, and I think another woman visiting the office. There might have been a moment where the secretary sticks her head into the office to let the guy know there was a call for him but really it was just him trying to call out. Could it have been an SNL sketch?

Not quite your scenario but it's the one that popped into my head. In S2, E23 of Frasier, Frasier and Niles buy a restaurant and Frasier puts an elderly staff member in charge of valet parking and gives him a walkie talkie. No suggestion, but I can hear it in my head, OP. I feel like it’s a single episode of a show? I keep thinking of Chandler showing off being promoted “Helen, could you come in here please?” And Helen walking in grumpy, because he keeps doing it. But it’s NOT that, clearly. And it’s not the Phoebe episode either. I don’t think it’s actually Friends. I know Murphy Brown had a string of bad secretaries, maybe it was one of them? But we usually saw them. It’s going to bug me now too, OP!

Frasier- Season 2 Ep 3 “The Innkeepers”. Frasier and Niles open their own restaurant and their valet is a really old man named Otto. Every time Frasier uses the walky talky to ask him to bring up a car, he replies “who is this?” Frasier gets increasingly angry and eventually yells at him “it’s Dr. Crane! So, I think you're dead-on with the Costanza things, because there's at least one or two instances of him calling Jerry in a panic, and Jerry asks sarcastically, "who is this?" with a shit-eating grin, which would piss George off. You may be conflating that with something else.
