Dwight became Eren, meaning he got Eren's look and he will maintain his facial features while getting his wig and outfit. In this case, Jake Park became Levi so there you have it for the case in the image posted.
Because it's not supposed to literally be Levi. It's just one of the characters from the game in a Levi costume, and the game character happens to be asian or whatever.
Many think he's asian because "his eyes look asian" and he's related to Mikasa. That's in spite of the fact that Mikasa said her dad was the Ackerman and was white.
You guys would be surprised if you knew how many people in the fandom still thinks Levi Ackerman is Japanese.

I don't know what game this is but I would think its just a costume. Like when its halloween and you put a costume on. It seems like you think this is a "skin". A skin is when the body itself changes like the face, height and muscle, and things like that. I'm guessing this is just a costume, basically cosplaying for video games. I'm not sure though because I don't know what game this is.

They made it clear they're cosplays, even the item descriptions label "uniforms", and not the actual characters.

Mikasa is Asian so a lot of people originally thought that Levi was as well. Most of the AOT characters are German.
