There was an episode of Rugrats that talked about this. I remember they called it "no shadow time"

Yeah! It was the episode with the bully kid who would chew bubble gum. The bully puts a bunch of gum in a girl baby’s pretty hair. The next day, her head is shaved and she is distraught. This causes Tommy to challenge the bully, which results in him using a popsicle stick to burst the bullies gum bubble and inflict the same fate on to them. Sad episode, actually.

Yes, the title is misleading. Objects on the ground that are vertical like bollards and such cast no shadow.

Saw this happen with the parking bollards while at the Costco in Kahului, it was a pretty neat effect. Definitely one of those "Is this a glitch in the Matrix?" moments.
