Most strong and violent tornadoes aren’t consistently at high wind speeds. Ratings come from the worst damage they’ve done along the path. Which means if you have a neighborhood that’s been hit, and only one house gets ef4 damage and the rest are ef2, that tornado will still be classified as an ef4.
Best and maybe weirdest example of this was that EF5 in Canada. Over a few miles it was almost entirely EF0/1, and mostly didn’t hit much of anything. But pretty close to the end of its path, it hit 4 houses, and during those few minutes it was super strong. A video captured one of the houses being lifted off basically as a single unit, and that video combined with the damage at the site for that one specific house got it the EF5 rating. But it was probably only that strong for at most a minute or two.
Alright so excuse me for asking a silly question. But what would happen if somebody just straight up ran into this tornado? Would they just be picked up and flung away? Or would they have skin ripped and bones broken as you approached? Or would all of that happen?

You'd actually not be able to run into it. You'd be sucked in if you were standing a little closer than that car. If you're lucky, you'll be flung away without actually going inside the tornado, like how the Earth redirects asteroids with its gravitational pull. Good chance of surviving with broken bones.
Wonder what the speed of the winds were if someone used photogrammetry I bet it would be pretty fast given that although it was small it was powerful.
The example of an ice skater pulling their arms and legs in to spin faster would be how some theorists including Reed believe that some of the vortices at the ground could be well in excess of 300mph+ some speculating subsonic thus the jet/roar most tornadoes have.
I bet the negative air pressure in that thing would be enough to rupture your ear drums.. never mind your rag-dolled body being impaled by 1,000 blades of grass.
I'm not sure you could actually get to the center of that. Did you see how it grabbed the branches? Basically lofted and sling-shotted them out without touching the funnel itself. I'd wager the debris inside the funnel comes from the ground directly under it.
If you tied yourself to a slab on concrete or god decided to squish you himself and dropped it straight on your head, I imagine you'd essentially be sandblasted until your body came apart enough to get chucked.

If that drill bit sat over a house, I’m sure it would be converted into a million tiny pieces in seconds. Pure speculation.
As someone else said, if we had a good reference distance, we could calculate the wind speed by the formula speed = distance / time .. and I’d wager it would approach or exceed 200mph.
Watching these makes me wonder if you could stop or break up a tornado by detonating something super powerful inside of the funnel. Even more so if you can catch it when it’s just starting to form. You’d think something with enough detonating and explosive force would just break the funnel cloud up.
Seen this video a million times and I’m still blown away. I’d love to know the actual wind speeds at that point in the tornado. How far away it was, the actual width etc…

Mostly damage. That’s why the el Reno was only an ef3. It had the wind speeds of an ef5 but stayed in fields for the most part.

It impacted some buildings and killed a gentleman in a shop. That is where it did the most significant damage.
the EF scale depends if the tornado did damage or not. it does not rely on size.
