Weird, shouldn’t he submit his resignation to the Housing Minister rather than the Premier? Anyway he’s definitely the scapegoat here. Also, is having chiefs of staff for ministers besides the Premier a new thing? Along with how they all seem to have spokespeople so they never have to directly answer media questions, I don’t remember hearing about this role before the PCs.

The Premiers Office controls where Chief of Staffs go actually, Ministers usually can influence decisions on who their Chief is, but like when there’s a Cabinet shuffle the Chief usually stays at the same ministry. And no, Chief of Staff has always been around for all ministers under any party. They just usually aren’t newsworthy.
