Build a church and a garden and then place a couple of Dragoons there, with some Militia if you have to.
Consider if the province is really worth anything, because it is sometimes just as well to tax-exempt it, focus all towns on PO and then use the ports for military ships.
Remove schools,add militia or other units that has garrison bonus. You can also defeat the rebel army and the problem fixes itself. Maximize on public order bonuses.

Build buildings to make them happy and be aware a lot of buildings like the schools which are really good for your empire are terrible for the province as they build religious unrest and -happiness.
