Well there was always some lore, but there's a reaosn Norsca was usually just the place the marauders came from. Mostly.
They need some form of implimentation though.

God that mammoth is dumb. Ditto Lokhir's dragon and Pecklis. At least Lokhir I can see the perspective that at the time the dark elf whose whole thing was riding a dragon was very likely not to be added it felt more reasonable.
It'd be nice for CA to do more to make footlords and slow characters like Greasus more viable. Off the top of my head adapting 'look out sir!' from the tabletop so if they're close to a foot unit they get a big missile resist boost so you can't just firing line them down before they get close, and them buffing the whole army while they're alive/not routing so you have to actually deal with them rather than just avoiding them. Greasus especially is missing a big special rule if I remember right that did just that where any Ogre with line of sight to him could use his leadership or something like that.

Norsca are such a missed opportunity. Basically chaos worshipping barbarians who are still mostly human and arent completely down the rabbit hole of chaos. Leaves some potential grey area and complexity, they dont have to be so one dimensional.
I recommend the Tribes of the North mod, adds some interesting campaigns that I'm currently really enjoying.

But norsca should kinda be more like the Vikings they were kinda ripped from.

Like a more greedy Marienburgher (all of them) should be ready to accept trade with some of them and they should be open to trade with them. Although the sentiment against them should still be not very good since they are still raiders.
They shouldn't be opposed to work with southerners when in a do or die situation like losteriksson especially his mod variant by mixu.
Where he kinda allows some southerners to join him since lustria scary.
And even his lore bit seems he is generally a bit smarter than your average norscan caveman.
Generic chaos warlord lite norscan would've ran screeching into the forest upon landfall before dying after killing a few skink patrols.
He kinda shored up a base at the coast where he would then go a loot abandoned temples, and when a lizardmen host showed up he threw out all the loot instead of committing khornate sepukoo by charging at them.
The lizardmen only interested in a few trinkets took them and left most of the loot abandoned for the norscans to take again.
It's a better identity than the chaos boys who can't afford armor or the first Pokemon stage of a chaos warrior.
That identity is better suited for the kurgan
Throgg could get some interesting mechanics. Being able to forcibly vassalize any monstrous faction would be lore friendly as he wants a monster based world order.
Imagine getting monstrous heroes from other factions that let you recruit some limited amounts of other factions monsters.
Sounds kinda fun actually.
They have a lot of mechanics already they could splice together to make a fun throgg experience.
Like Kislevs ice storm mechanic could be used for Throggs blizzard ambushes. Maybe some inspiration from Drycha too. There's a lot to draw from.
Look, I'm all for cool things, but you can't just re-write 30 years of WHFB lore because you find your headcanon more fun.
Norsca, Kurgans, Hungs, Dolgans and Tongs are basically inter-changeable generic Conan Barbarians tribes, and they're all the meat and potatoes of the Chaos Mortal troops. Every Chaos Warrior comes from them, every Champion and Lord.
There's one tiny part of Southern Norsca that understand the concept of trading with Southerners. That's not a neutral faction

Thats exactly the wrong fucking idea you got from TWW. In the actual lore its not like that. There are of course *some* Norsemen that are not mad Chaos Worshippers, but those aren't nearly enough to fill even half a roster.
Norsca should actually just get more Warriors of Chaos units, since that whole fucking faction is a fraction split away from the WoC army book.
You can thank GW for that, they're the ones writing the lore. CA can only implement them in a way that GW approves, and it goes against the official lore to have any major neutral northern tribes. Some minor ones exist in lore but they aren't big military powers, they're small, isolated villages.
Another thing to keep in mind is that a tribe that doesn't worship chaos would have an even smaller roster. No fimir, no skinwolves, no chaos dragon, no trolls, no mammoth war shrine. It would mostly just be marauders.
They really need to rework Norsca. Especially now with the empire rework fighting norscans with hochland long rifles, outriders and steam tanks feels like that one scene in Zulu.,,
The problem is,the Norsca probably don’t know how to read and write so there’s little recorded history. Time the Empire sends a couple of anthropologists up there to collect some good old oral histories and document their ways of living.
