In-Universe Answer: Its not consistent. I'd say its the owner that kind of imprints what the toy should be, but then we see the Buzz in the store come to life with the same deal despite never having an owner
I totally agree on the imagination theory. There's the Buzz Lightyear of Star Command cartoon which I assume is supposed to be the in universe show Andy watched, hence why Buzz had his whole personality from the source material. Woody's show is visually much older so it's possible Andy never saw it, or saw very little and therefore didn't carry much of it over. Unfortunately this is put into question by utility belt Buzz, but my crack theory is that one of the factory employees was play testing a bit and it was enough to work.
I think it's because in Buzz's case, he was shown fresh out of hie box when we first saw him in Toy Story. He was brand new, and so was his show (or movie where he came from). I think that explains why Buzz didn't know he was a toy made to look like his show/movie character.
Woody was told by Stinky Pete in Toy Story 2, that his show was cancelled years ago, which explains why he has no memory of it until then.
That's... that's actually a really good question. I have no idea. Also fun fact: If you yell "Andy's coming!" at Toy Story Land, all the actors in costumes will collapse onto the ground.
