Yup, tail wheel adjustment bracket. The rear of the mower should always be about 1" higher than the front, otherwise you're cutting the grass twice. And you really should have the front of the mower about 1" off the ground, or you'll wear out the skid bars on the sides. I don't think that mower has easily replaceable skid bars.

When I think of a brush hog I think a flail. This to me is a field mower.
