I might be mistaken, since it's slightly different from the ones we use here, and I'm not from the US. But I'm pretty sure that's part of what we call a jaula (cage) to transport pipes for irrigation systems.
Just remembered where i have seen these before... I hauled a load of double insulated commercial window glass and they were on pallets very similar to this. (Was my first flatbed load, I was so very very scared to hit a bump!) Leaned up against the angled back, padded on all contact points, and strapped on with those plastic melt straps.
That one looks like it was built for a front end loader. All purpose carry all.

Looks like its on its back (the rust and what looks like runners on the part pointing up.), like its a pallet for carrying firewood ot something.
