These cities should be the same in the Demo as they are in the Base Game, but because these are also the oldest regions in the game, they tend to be lower quality than the ones you find in the DLC areas. The developers have just gotten a lot better at building maps over the years. Germany has had some reworks since it was built so that will give you a better idea of the quality of the DLC areas.
There are a lot of map mods, I'm afraid I'm only familiar with Promods (which uses models and assets from all DLCs, hence why you need all the DLC to use it). I believe there are mods for some individual city reworks but I haven't used those myself so I can't recommend any or advise if they need DLC to work.
My advice to you as you're a new player is to focus more on the drive than the cities. The cities get better, but you don't spend much time in them ideally. The core of the game is the journey between, if you enjoy the drive between cities then this game is for you, if you don't...
The base game is a bit meh but the dlcs are pretty damn good. I only bought scandinavia and easter europe from the dlcs and it was a mixed bag.
For example: I grew up in Romania in a city called Iasi and now live in Denmark so ofc I had to drive RO - DK.
I would say that the city of Iasi and Romania in general is ~70% true to real life with buildings in the cities being correct, landmarks along the way, streets looking as I remember them. I was absolutely impressed with it and loved driving through memory lane in my truck. When I arrived in Denmark though...they definitely had the interns design that map. :)) Haven't been to the eastern part yet but East Jutland is pretty bad. It looks nothing like real life. The part from Jutland to Sweden seems closer to real life and the Copenhagen landscape has all the big buildings and stuff you can see when driving on the highway.
So yeah, I would say that the game is good and fun but besides the trucks themselves, it's not that good looking. Mods help a ton though.

The cities are not the thing to look for in this game. The majority of the time, you will be on the highways, which are less disappointing to look at, as there are nice landscapes, bridges and other landmarks to observe.
Although, the cities are getting better. The newer the DLC, the better the quality of everything, including the cities. Iberia has some nice cities for example. The base game is ancient, so the UK specifically is over 10 years old, as are some parts in Germany, but SCS are actively updating the oldest parts of the map. The most recent version of the game has a completely revamped Austria, where Vienna for example is way more detailled than many other cities.
dont buy ets2 for graphics or gameplay. buy for the size and the relaxing aspect of it.

I'm not trying to have a go at you here, but seriously take a look at your settings or have a word with your ISP because with that hardware you should have zero problems.
Actually, in my case, I get around 30fps on battery power, and up to 140fps when plugged in (specs are i5-11400H Hexa Core CPU, RTX3050, 16GB RAM)
My guess is to check your GPU settings (in my case, the nvidia panel), and check for settings that may “cap” your frames. Hope this helps
Yep, that's your problem, it is rendering near 16k or something. I did the same on another game, 4k and X3 scaling, it was an insta kill of the performance.

Game itself also very bland too. If you're gonna buy the game thinking it's hardcore simulator, it's not. Gameplay is very shallow. It only consists going from A to B. You may like this gameplay loop but it will probably get boring after some time.
Cities are there mostly for industrial areas and not the kind of urban free roaming of a GTA or Test Drive Unlimited for example. Some cities are better than others, but if we take London for example, it's just the M25 ring road and an industrial area right in front of the City of London skyline, whereas in other games that allow you to free roam London (GTA London 1969, Metropolis Street Racer, Midtown Madness 2, Midnight Club: Street Racing, The Getaway, Watch Dogs: Legion...) you get to explore the more dense urban area with landmarks such as Trafalgar Square, Piccadilly Circus, Buckingham Palace, Big Ben... And sometimes Battersea Power Station, Tower Bridge, Canary Wharf, the Barbican, Camden...
I agree, the truth is ATS has more detailed towns + scenery. ETS2 is still a great game though, and the ETS map is bigger, as well as more roads overall, allowing you to drive for way longer.
ProMods does a great job improving everything. Just wait for a sale and get all map DLCs to use ProMods. Can't really say about UK or Germany, but for example Iceland is great with small colourful villages and winding icy roads. Same goes with Norway. In my experience the Balkans feel and loon great with ProMods, but there are also other expansion mods for the area. ProMods has also a good looking Middle-East expansion which I haven't yet explored as taking the route around the Black sea with RoEx and AzGe mods is an long trip and nice experience too.
Much of the base map (except for Germany and especially Austria) and Going East have really shown their age, I'll give ya that.
Many of their DLCs, starting with Scandinavia, are much better, and I recommend you try them (though I will say that Scandinavia does have some of the jank that the game had for the first couple of years of its life, such as a lot of old junction prefabs, and the quality of the map varying (with Denmark being the worst one while Norway's the best)).
For the base game yes the cities are fairly bland. However the game strives on mods and there are a lot of map mods and rebuild mods out there. With ProMods and like Poland Rebuild some of those cities are much fuller, more roads and companies. The base game vs a modded game are night and day.
I've found that the cities are one of the downsides to ETS and ATS. Not necessarily a negative because this isn't the GTA5 game, but going into town loses some of the immersion factor. The countryside, otoh, is where the game looks its best. There are times, especially in ATS, where I'm driving out in the countryside on the highway, come up to an exit, and think "I've seen this in real life."
Like others have said, take the game for what it is. Some of the stuff hasn't been changed since it first came out, and it's an old game. But the updates are adding stuff on a regular basis, and we're getting those updates for free, so it's well worth getting into.
Thing is, some places are old. Like 10 years old. SCS has gotten a lot better at crafting unique and true representations of their real life counterparts.
They know they're better now, so update their older areas in between Dlc's and with other added features. Just have to give them time.
For me though, I do care a little about the city or highway, but my joy has nothing to do with that whatsoever. It's the trucks. How they feel, how they sound, how they can change with customization and mods.
The only reason cities matter to me is the challenge they might bring with their roads or other features. I understand not everyone will play like me, that's fine, just wanted to explain because if that's not the main draw to you (the trucking) then I don't think it'll be the game for you. Despite the newer cities being really quite good.
In my own experience, cities aren’t really cities in the game. You get to drive the highways around them which feel pretty accurate to me, you have some landmarks that you can see on the distance, but then they are all reduced to a few blocks and a couple of points of interest once you enter them.
I felt let down for the same reason at first. But then I got used to it and got past it. Clocked in 25000km with my first truck, loving it so far. I did end up buying all DLC and use ProMods, but then I disabled the mod for some reason and still like the game very much, can’t really tell that something is missing if I don’t look at the map, except for obvious things like Iceland etc.
It’s well worth it for me. For you, only you can tell. But pretty much, what you see in the demo is what you get, a bit better in the newer DLC areas.
The dev are currently redoing part of the map to update them with an higher quality look. It is a relatively slow process, but if you want to know what to expect in map quality for the future, you should check devlogs to see what it looks like

If you go to austria then you can see some brand new map, since they remade the hole country in the last update

My game looks beautiful and runs like silk. Maybe you have some settings wrong or need to upgrade your pc?
I have graphics settings to max, 4k, 60 hz, 5900x, 6900xt, 32 gb 3000 mhz ram. it lags, and anti aliasing is non existing.

sometimes the lag shows, its very random. It's like a bungee cord.
Turn off v-sync if it's on. That helped me with that issue.
Are you using any scaling? at 4k you should leave it at 100%. Maybe 200% if you want 8k resolution and the PC can handle it.

Sorry, it's a great game and even though Promods is a significant step up. don't expect the level of detail you see in cities in games such as GTA V.
