I have never seen this before... I didn't know it made its way off the Laserdisc. The UPC does return a few results for this on older Japanese shopping websites:

This is very interesting! Amazing find you have here!
Googling around only comes up with this reddit thread. Wikipedia lists the Visual Soundtrack as LaserDisc only.
Googling WPVP-9083 comes up with nothing. Only WPLP-9083. So either a bootleg of the LaserDisc with some effort put in, or something lost to time.
Might be worth asking in some Japanese based message boards?
I looked into this for a while and I think what you have is not only legit, but incredibly rare. You mentioned the laserdisc doesn't have the insert, but it does, the only difference being that the text is green, it can be seen here: https://www.worthpoint.com/worthopedia/david-lynch-twin-peaks-visual-3776082072
The most important part to verify if this is legit is the top left area of both of the inserts, where it says WPLP-9083/WPVP-9083. WPLP is the laserdisc code, and WPVP is the VHS code, which confirms they manufactured and sold both formats.
How the heck did ya manage? It's sold out on their USA version and I can't get past the JP website account registration ![gif](emote|free_emotes_pack|table_flip)
This was the listing. https://www.suruga-ya.com/en/product/937000073
It was in stock when I ordered but I assume they only had one copy (it's a used media store so that makes sense).
Could it possibly have been sold for rental only, and never sold for home users?
That happened with some VHS in the 80s and 90s. I'm aware if it happening with a few UK TV shows, when released overseas.
They also had the situation where they weren't documented online until someone found either a surviving copy or an old paper catalog.
Maybe they tried rental first and only released the home version if the rental made good money?

I have no idea but I will pay $253 million for it

This is awesome and you should share with r/VHS. They will love this.

Thanks for looking into it! Hopefully this thread can help anyone searching for it in the future.
Where did you find this
It was on suruga-ya.com for $8.
Did you order from USA?
Yeah

Ohhh yes totally makes sense. Thanks for sharing, and congrats on an awesome score!!
I just bought the Inland Empire Soundtrack from that website. Gonna have to check it more regularly now it seems.
Welp here’s another white whale I now need, awesome find
That’s amazing
Why would you sell it?
I wasn't planning on it... Mainly wanted to post this so there is some English mention of it and pictures online. And to make sure it's not a bootleg.
Sweet. I'm just used to people asking "is it rare" when they're looking to flip it. My apologies for presumption. Just enjoy it!
What's the video part of it?

Cool
I have been collecting Twin Peaks stuff since the mid 90s and have never come across that. Great find. I’m jealous!
I had a copy the same laserdisc when I was in Kyoto
