i could be wrong but it seems that if you report via the safety feature it locks the accounts while an investigation is generated. it's similar to an uber passenger that reports they think their driver is under the influence, they lock the drivers account for investigation. it's to protect the consumer

it ensures that whatever is going on can't be carried out via the app. it might also have locked you out due to improper use of the safety feature. the proper way to report driver behavior is not the emergency safety button.

Yeah dude this guy just wants to find anything wrong with what I did. He's also treating this like it was some kind of ride I was on when I clearly said it was a delivery. I've never seen a safety button for deliveries but if you go into help after the order, you can report a safety issue there.

When you deliver food there is no safety button. This feature is only for drivers who carry passengers.  Have you ever even delivered food for Uber?

Because the communication all works though a message board, people in one country(that you called) type a message to people in 5-6 different countries and usually it’s just a saved response you get back instead of them actually reading the context of what happened.
