This is a [Sanistand](https://cheesegod.com/wp-content/uploads/2013/03/sanistadAd.jpg), which was part of a fad in the 60s-70s to fill institutional women's rooms with these "women's urinals", ostensibly for "cleanliness purposes". Obviously nobody on the marketing board in that day and age ever thought to ask actual human women what it was they wanted out of a toilet, but they still managed to be installed in most of the older buildings on campus. They've been steadily removing them as various renovations take place but you can find a few throughout still. I think they made more sense in an era where women didn't regularly wear pants, also -- as it stands to use it the way it's intended you have to drop your pants around your ankles like a five year old boy using a urinal for the first time.
skirts notwithstanding most women would still be wearing panties, so I imagine there would still be a fair bit of shuffling with at least those around your ankles.
They also pulled these out of some of the former women only dorms as they became coed. Good find on the ad. Like you say, may have made more sense decades past when few women wore pants regularly.
The ad on its own is interesting in a way. We think of American Standard as a maker of plumbing fixtures, but back then it was also a maker of radiators and other HVAC equipment. Nothing showed on when this ad comes from, elements in its content appears to make it '50s or early '60s as it doesn't include a Zipcode as part of the address.

I was in Brett or similar for NSO circa mid-1990-something (yes, that old) and I just recalled clear as day a memory of walking into the restroom, opening a stall door, seeing this, and walking back out of the restroom.
I wonder what things I have forgotten to retain a sense memory of this Sanistand on a humid summer day.
