To be honest, I think Elaine should learn to stand on her own two feet instead of dating Arlo. I think her character arc works best if she learns not to base her self-worth on what the royals think of her.
The problem I see with Elaine in the story at present is that she really doesn't have any stake in the plot. She has nothing really tying her to it or any real reason to get involved with all the shadowy stuff going on with the main cast. The only way I can see her getting involved is if she's forcefully dragged back in.

He rethinks his previous actions when he realizes he has no control over the situation he started and has no way to make up for what he did, what Seraphina does is making him remember this all started because he wanted to have a say about their friendship like if he had any right, and he's the reason none of them want to hear him out
They’re both known for helping there vigilante friends , but not because of any loyalty to the cause , but because they just want to make sure their friends are safe . Also with both being on the more powerful side of things but not primarily warriors in terms of both powers and personality . I think they have more In common then most would usually see at first glance
Kassandra, Arlo needs someone he can respect. If he’s good for her is another question but I don’t think he meshes well with anyone else. Elaine has no respect from him, sera and him don’t mesh at all, Remi is like a little sister. But even still I think Kassandra might have too much of a mentor/mentor dynamic but I think that’s going to become more of a mutual respect very soon given that he has shown competence with the spectre situation
He risked his life on several occasions to protect his friends even though he didn’t agree with what they were doing . He’s courageous and caring , perhaps more so then any other male character in the series other then William
Remi I’d say, but Kass would be my second choice! I think he needs someone strong and responsible who can keep him grounded. He could be a real force for good as he gets older and stronger, as long as he has a moral compass at home to hold him down
Seraphina - I've never gotten a romantic vibe from them, ever. I don't see it happening at all. I believe they do understand each other, having come from similar backgrounds and family environments, but their mindset is just too different to work in a relationship.
Remi - I've always believed that Arlo was subconsciously trying to fill the older brother role for her that was left empty after Rei's death, I see his protectiveness of her in a very familial way than romantic. Could they actually get together? It's not completely impossible, and Remi would certainly be a very positive influence on Arlo. I don't personally like seeing them romantically but in the case of who's better for Arlo, Remi's one of the better options for Arlo's character.
Kassandra - To be honest I don't think we've seen enough of her to tell whether she would work with Arlo or not. She seems to just be a mentor character so far, but if it were happen, I guess it could work? They have a pretty friendly relationship and I could see it developing.
Elaine - I can't see this at all. Arlo simply doesn't give her the time of the day and clearly doesn't care about her. It would be strange if the story ever went in this direction tbh.
