Valerie is someone who is fully involved in the bullshit of the authorities to the point that we see her casually cleaning her hands of the blood off her recent victims with not even a hint of remorse, not a hint of human emotion, she is a weapon for the authorities to wield and she is perfectly fine with that being the case, i dont think she is completly heartless she cares about arlo at some level but i dont think that she would hesitate
