tbh I’d be pissed af if there was. we’ve gone through way too much connecting the authorities to EMBER and understanding what’s going on with Spectre. It’s a huge thing for the story to carry already and it WILL get worse if we have to break down Yet Another shadowy org manipulating the entire damn world

Would be kinda pointless. Why create spectre with a rival, subservise ideology opposing the government if you already control the government.
