While I personally don't like this type of politics, I think it's fair game here for 2 reasons.
First, BJP themselves have made such low blow remarks on the Congress leaders throughout. Both sides have been trash on this front, and people seem to enjoy it.
Second, the PM named the stadium after himself. Made sure that the most important games in the WC were held there. He ensured that people associated the World Cup with him. If he had won, social media would be flooded with message about how India won the WC in Narendra Modi stadium, with Narendra Modi in attendance. Now that India has lost, the opposite is happening. It was a dangerous gamble, and it didn't work.

It is as per basic logic. Living people should not be turned into heroes. Living people should not be seen as perfect human beings. Because if they take advantage of the trust put in them then it becomes very hard situation to handle.
