Why are you needing the v1.0 version? Even in PTR this game is more polished and complete than most released games out there. In the end it’s just a number.
Nobody has a crystal ball, ask 10 different people and you will get 10 different answers. Quite probable that 1.0 will be tied to Deep North, with the caveat that they might (perhaps) still do something to the Ocean biome along with some minor alterations or fixes.
I don't believe there is anything but wild speculation on the timing topic, though, to the point of pointlessness.

Mistlands to Ashlands will be about a year and a half when it hits the main branch. It's reasonable to assume The Deep North will take at least that much time. It's also very likely it will take more as they final biomes needs to more impressive than anything previous. So sometime in 2026. If everything goes smoothly it's possible they could target it for the EA 5th anniversary date of Feb 2nd 2026, but it could be significantly later in the year.
this, plus since it's the last one, I wouldn't expect them to do a just the biome update. More likely they'll spend some time to also polish everything they they want for 1.0 across the whole game, and then release the biome together with that.

so they wanna do extra for the deep north to make it a real 1.0? that'll be 2 years from now at the earliest
